Maybe he did. Sybil states: "There was a commotion outside the door and it flew open and there was that rather uncouth barman standing with Snape."
The prophesy was short - less than half a minute to say. Why would Snape have only heard half?
Dumbledore knew who Snape was. He would have known of Snape connections with Voldemort and the Death Eaters. Why let him go with such dangerous knowledge?
My theory is Snape heard the entire prophesy. Dumbledore simply erased the second half from Snape's memory. Dumbledore was an extremely powerful and skilled wizard. I think he could do it.
And what were the results? Snape goes to Voldemort. As Dumbledore tells Harry "he could not warn his master that to attack you would be to risk transferring power to you ... So Voldemort never knew that there might be danger in attacking you,"
The results were what Dumbledore intended.
